          The MOV should measure open circuit. If it checks shorted, remove it. The power supply should work without it, but it should be replaced for continued protection.

                        Let's get to the point, what is the power supply or the TV not doing?
                        Are you getting any dc Voltage at the cold side connectors?
                        BTW, in beeping mode when it beeps it is telling you you have continuity between point A and point B, it does not mean what you are testing is bad or shorted out.
                        Use Ohm mode if you looking for shorts, but you need to know characteristic of components you are testing first.

                          If your meter is not beeping, and is showing 1968 with the leads shorted on continuity mode, then the leads or the meter is faulty...

                          Unplug the leads and short the input sockets together with a piece of wire. You should get a beep and a low number, almost zero...

                            maybe the battery is low - i'v never had a meter that indicated "low battery" BEFORE it started showing bullshit readings!
