There 5 left side LED strings and 5 Right side LED strings.
Each string has + and - label for each pin.
I.E.
L1 + , L1 -
L2 +, L2 -
..........
R1+, R1-
R2+, R2-
...........
on and on and on..........
So it should have 20 readings.

You reports do no make any sense to me:
L1 27.5v
l2 56.5
L3 56.5
L4 56.5
L5 27.5

R1 27.5
R2 56.5
R3 56.5
R4 56.5
R5 27.5


You also reported that the backlights are flashing them those numbers should be jumping around which is what we are trying to find out.
And since the power relay is clicking then I do not expect the Voltages from the power supply board to be steady either. For the relay to be clicking on and off I would expect either the standby power supply is not stable or the PS-ON from the main board is not stable, but you reported that all the Voltages checked OK which does not making any sense if the power relay is clicking on and off.

Sorry bud, Im sure this is annoying as hell for you, this isnt my field at all.. the numbers I posted are the LED tester voltage when running them induvidually, I havent been able to power on the unit since yesterday and our power just came back on..

Im using on of these to test the strips and check for bad LEDS without taking the panel off..

You just have to have check all 10 LED strings by disconnecting the LED connectors from the power supply board and test each string.
I.E. Red probe to 1+, Black probe to 1- and record the Voltage readings as shown on the LED tester.
At this point we do not know if the power supply, main board, or the LED backlights are causing the power relay to click on/off or not, but I do expect the backlights to come on and stay on when the cable between the main board and the power supply is disconnected.
When the the cable between the main board and the power supply is disconnected I also expect the relay to come on and stay on and the DC Voltage measured between the two legs of the main filter caps (the two big lystics caps rated 450VDC laying on the sides) in the hot side to be about 380 ~ 400VDC if the board has pull-up resistors for the PS-ON and and the BL-ON pins.
At this point you also need to report the Voltage on the connector of the power supply that goes to the main board when the TV is working and when it is not working, there are labels for each pin so make sure to put down the pin name and follow by the reading for each pin so we can easily see what are missing.

OK, I tested every single LED, and they are all working perfect, they all draw the same amps and volts.. I reset the 2 plugs on the leds just to make sure they arent the issue

How do you read the amps when your LED tester does not have amp meter, it only has Volt meter to read the totla Vf of each LED string?
What are the Voltage reading for each string?

I have a bench power supply, the voltage readings for the strings with the led tester is

L1 27.5v
l2 56.5
L3 56.5
L4 56.5
L5 27.5

R1 27.5
R2 56.5
R3 56.5
R4 56.5
R5 27.5

do you want me to test each string with my bench supply?

so if i unplug the main board, the leds should light

im dumb, I thought if you unplug the power supply from everyhitn it should be in standby mode, mine is just clicking over and over..

Well that clicking of the relay has to be fixed first.
With the connector still unplug from the main board, you need to report the Voltage reading of each pin of the connector on the power supply board that goes to the main board.
Make sure to put down pin name and follow by the Voltage reading for each pin.
Most of the Samsung power supply board has pull-up resistors for performing self test when it is not connected to the main board.
BTW, what do the LED strips look like? I am trying to find out why LED L1, L5, R1, and R5 has Vf about half of the other LED strips.

Thanks for putting down the pin names, it is so much easier to see what you have, the PS-ON is present so the switched B5V and switched B13V are on and running.
So those readings above are done without the cable going to the main board attached, corrected?
And is the relay still clicking at this state?

thats with nothing connected and clicking about once every 1.5-2 seconds.. its on for maybe 200ms then off for the rest..

Just to be sure, the clicking sound is from the black relay (with F3PA005V) printing on it, correct?
And you do have about 380 ~ 400VDC between the two legs of the main filter caps that I asked before in post #24.
