I checked on tuner it is NTSC system because of the connector I thought was PAL system.

    Samsung BN40-00164A Tuner-Dtvs30Cvh071A, Ntsc

    Is that missing an adapter?

pal does not use a phono socket, it uses a belling-lee usually.
that tuner would have had an adapter on it - probably to an F socket.

so, what is the u.s. digital tv standard these days, and what is it in canada?
same question for the frequency range it's transmitted on.

USA DTV standard is ATSC 8VSB when transmitted OTA.
Frequency range is the same as the old analog VHF/UHF channel frequencies, pretty much. Just that the virtual channel numbers may not match the physical RF channel numbers...

Okay, then tv problem is no input works.

How can I know which IC has a problem? Pic (1) and what are those useless porcelain heat sinks for? I threw in the garbage, right away. (2)

I'm going to guessing is the metal one. Bag reflow begin.

check your menu's first - make sure it's set for the right region or it will scan the wrong frequency range.

Do other TV's you have in the shop able to pick up anything? How about hooking it up to other video source that has ch 3 or ch 4 RF out?
The HDMI inputs are OK, correct?

Are there any cheap ATSC encoders yet (set top box to convert analog to something an atsc set can pick up on a channel)?

The strange situation, all the input sources are not working and TV will take a long time to turn on the screen.

OK, then it is just not tuner problem then.
