    Capacitor with little to no electrolyte in it

    So I got these two 16v 470uF "HDF" branded caps from a fake samsung charger. Well, I was bored so I opened the can to find little to no electrolyte in the cap. It was also as clear as water and had no smell.

    What's up with that?

      How the f--k does that work?

      Also, there's no way that capacitor is 470uf unless somehow that clear stuff is some "special" electrolyte.
      I'm not a expert, I'm just doing my best.
