Default Compaq CQ 71 wont turn on

Hello guys, I have problem with customers Compaq CQ 71, All voltages comming to KB3926 seem ok.
Pins 9, 22, 33, 96, 111, 126, 67 = 3.3V
Pins 11, 25, 35, 69, 94, 113 = GND
Charger voltages seem ok

When the power button is pressed the NBSWON on KB3926 goes to 0V, that is ok, but the DNBSWON stays high (3.4V) all the time, doesn't go low, S5_ON doesnt go high.
Should i replace KB3926 first or reflash the bios chip?
For how long DNBSWON goes low in normal conditions, is it measurable with multimeter because i don't have osciloscope at my disposal?

What do you have on pin 95 when power button is pressed?
