I had a similar problem with the same power supply:FSP204-2F01 (S07) on a Daewoo TV DLP-26B3......
The TV was dead and the power supply output 3v on CN3 went connected to the main board and 12V when disconnected... I found on YouTube that the culprit was C16 capacitor commanding the IC. It looked good but its value was 9 microfarads instead of the nominal 47 microfarads. I changed it with a new one and the PS lighted a 12V bulb....
