    Soltek

Within 10 minutes of startup my computer restarts when the hard drive boots. After that it just restarts most of the time. Windows XP restarts on startup. DOS programs run perfectly. Windows 98 sometimes restarts on startup, and otherwise Windows and Windows programs constantly show illegal operations, blue screens, Mozilla Quality Wizards, restarts, etc. Downloads, especially compressed, are corrupted and scandisk errors run all over the place. Interestingly, turning off the L1 & L2 cache in CMOS blocks all errors except restarting on boot.

    So is this bad caps?

Why does turning off the L1 & L2 cache fix it?

Why does it run differently within 10 minutes of startup?

    Why do DOS programs run?

Dead ringer of bad caps or a bad power supply.

      Re: Soltek

Actually, I've noticed a LOT of supplies don't seem to provide one or both negative voltages, or they float at totally random things.

...and haven't noticed anything miss them. heh. systems seem to still work perfectly.

        Re: Soltek

Bad memory can cause problems like these.
The voltages shown by various programs for Windows can be wrong because boards have the hardware monitoring chip wired in various ways.
Some newer PSUs don't have -5V voltage at all. New boards don't have ISA slots (most of them) and -5V is not present in PCI slots.

          Re: Soltek

That would explain why I've noticed most supplies don't have -5v.

It would be nice to have a clear picture or two of your Soltek board for the diagnosis. Please post a few if you can.
