Dell P2417h Vertical lines

Got a Dell P2417h monitor that is pulsing white vertical lines. It was working fine then after a bit starting fading black from right to left. Now without any input pulled in it does the pulsing white vertical lines. I have changed the power board with one I got from ebay. Was going to buy a main board but wanted to see if anyone had any ideas. I'm thinking maybe it a bad panel. Thank you for your help.

This should be panel related problem, not fixable unless u have tab bond machine to change the COF.
