Dell E5440 SHORTED NEED HELP

Dell Latitude E5440 VAW30 LA-9832P
I need help 1.3v, 3v shorted and i remove the PU100, PQ100,PQ101 then
+1.35V_MEM is still short anayone have board view.

Apply 1V on the shorted rail from dc supply. I doubt its onboard cpu+pch which is bad
