    You have a faulty mainboard.

Don't understand what you're asking. You've answerd it yourself.

When plugging in the power plug
The screen only lights a red LED
      RELAY does not work
The problem has been limited to the main board
why the main board does not give a pulse to the SMPS
      Thank you

You said you ran a self test. Ie: ran test patterns on the logic board??

Or do you mean you just jumped the power supply on?

The check voltage was examined on IC Q1003 and indicated as follows

                              1- 3.37
                              2- 0
                              3- 3.37
                              4- 3.37
                              5- 3.37
                              6- 3.37
                              7- 0.555
                              8- 0.555

What the volt is supposed to come from PW_CNTR1

                              Thank you for your response

You said B3.3VD, but it is A3.3 from pw_cntr1 not outputting. Looks like it should have 3.3v to pin 2

the pin 2 is good come from pw_cntr2
but the important line (red ) is come from gate pin 4 pw_cntr1
                                  What are your suggestions sir
Am I checking out a different place?
From where should I begin to limit the problem
The problem seems to be standby
                                  Thank you

According to your readings pin 2 = 0v
