If that's your max line speed of 1.5mb, no! It looks like normal throughput for a line of that speed. That's exactly what I saw on a 1.5 on a local isp that does no traffic shaping whatsoever. What you're seeing are the throughput caps throttling you, it can also be congestion. A WireShark dump would be much more useful.
To test for traffic shaping, visit the Glasnost test. Google it for the URL.

Usually traffic shaping don't make triangles even if it's a shape... Though I wonder what circular traffic looks like.
