Pin 2 of the ic will conect to the optocpopler, and being broken will likely result in the ic being in burst mode. Burst mode would explain the why you a low voltage on the outputs.
I can't be sure about where pin 6 would go. I suspect it is part of the circuit that might be used to control the ic in some way.
In some cases the vcc pin would be connected to a circuit that supplies the vcc voltage after the ic starts up. but this does'nt seem to be the case here.

Thanks forall your help- finally replace the cap and the chip 200D6 and its all working now.
