Sony Vaio shorted caps on radeon 216-0752001

Hi to all! I have a sony vaio vpcee23el with no video. The chipset (radeon 216-0752001) gets very hot at few seconds after powering on the notebook. I have found two caps on the chipset that shows 0.001 ohm. Is that indicative of a faulty chipset? Thanks very much!

The caps on red show 0.001 ohm on multimeter.

Board takes like 0.9 -1 A after powering on (no video).

No but that chip is dead as it always is anyway.

My doubt is about the ohm value of the pair of caps. They show me 0.001 ohm, is that indicative of failure chip? (And the high temperature it gets and the high (1 Amp) consume of the board without giving signal to display
