The p4 processor I'm using to test that board has 1.75V nominal voltage.
I tested the Vcore caps voltage with my multimeter and I got a steady 1.83V.
Does this rule out that the motherboard doesn't post due to bad Vcore caps?
No.
You would need an o'scope to check the ripple.

That also doesn't sound like a good reading for DC.
It looks like the VID is screwing up and setting the wrong voltage.
That could be a small cap or an SMD part [cap, diode, resistor] causing the controller IC to get the wrong voltage or that is corrupting one of the VID signals to it.
