Toshiba cosmio g40-11d

Dear all
i have the above laptop which does not power on.
i have 15v but nothing else.
i am trying to find datasheet for 39A118A but i can not find anything.
can someone help!

Measure at Powerbuttom if there is 3.3V

now i do have 3.3 and 5v.
power button 3.3
no display. all Multimedia lights are on always
is it bga problem!

check 3v at EC Controller
