Model , power supply and mainboard?

If its a vestel then its a firmware problem.

Model toshiba 40l1333db don’t know the other parts but disassembled yet

Yep thats a vestel set.If PSU voltages are ok, its a firmware problem or faulty mainboard.

once you can find the mainboard number used in this set and also the lcd panel info we can see if we can find the correct firmware

Flashing red/ green not powering on firmware problem.

if just flashing red not powering on quite likely backlight issues
