Dell Optiplex 745 SFF recap failed

I receive 3 unit of Dell Optiplex 745 SFF, all of them have bad cap on same location, which is right under the HDD caddy, 4 x 6.3V 2200uf and 1 x 6.3V 1800uf. Only 1 of them were able to POST, the other 2 remain the same after recap.

Lets go with the 1st unit that can't POST, no video output from the onboard display, but with a PCIe card, it stuck on Dell splash screen and stay there forever. The diagnostic light code is 2-3-4, according to the service manual it was "USB Failure", but i doesn't has any USB device plugged in.
I replace those bulging one with 4 x 6.3V 3300uf OST RLX (I would go with the good stuff once it confirmed working). After the recap it remained the same.

Here the pic of 1st unit:

The 2nd unit was the same with the 1st unit, except i was able to get it to POST and access the BIOS on the first power up (with the onboard video), but after awhile it stuck and i had to restart and it won't POST no more. Until the 2nd day, I try again and I heard 2 beep error, no display, I am pretty sure the beep was about the date and time not set error. After that it won't POST and stuck at the Dell splash screen with PCIE graphic card inserted. It also had the same 2-3-4 diagnostic code as 1st unit. After the recap it was still the same, and i decided to let it warm up a bit by letting it stuck on there. Once I restart the system, for there on now, i am only getting "Turbo fan syndrome" with power button stuck on solid amber orange. This unit i recap with new 4 x OST RLS 6.3V 2200uf and 1 x Panasonic FL 6.3V 1800uf.

Pic of the 2nd unit :
In red is 2200uf and yellow is 1800uf, both at 6.3V

And i have tested both unit with known good working PSU and it both remain the same.

What do i miss here ?
