stuff was so confusing when i started, now it's seeming stupid simple. thanks for posting pete. the old diode obviously was soldered with it's (+) pin to the 'K' and it's (-) pin to the 'A'. i already got refunded from ebay in china because i thought they sent me the wrong part. now i wish i would have just ordered locally weeks ago. ugh. i'm not going to solder it tonight, but i'll post an update when i get it soldered and all back together and give it the next live test to see if the treadmill belt motor runs. thank you to everyone for your responses and time put into helping me troubleshoot. hopefully this will work and nothing else is fried on this board.

i soldered the components back on the board and tested it, and the treadmill now works. i just wish i would've realized that the (+) and (-) signs on the U15A60 are labeled backwards. then i could have ordered locally instead of from china and had this thing fixed weeks ago. (on my original diode, the (+) is actually the cathode and the (-) is actually the cathode)

i hope this thread helps someone fix their treadmill circuit board. my advice would be to start by testing/replacing the components screwed to the heat sink panel first.

thank you to everyone who commented in this thread, you really helped me to figure this out.

It is always best to trace out the circuits as to how the device being used, putting in wrong polarity diode would have cause damages to the POWER MOSFET that drive the motor.
In this case the diode is used as a snubber/brake.

I don't know why they did it but it does look like the marked it like the bridge rectifier cases are marked. Maybe if it was the reversed diode type it would have the number U15A60R marked on the case?

But glad its working, now go for a run.
