    Bad video BIOS? Try reflash?

I don't know. Unless you have the wrong BIOS or something? I don't know what it means when half the stuff in GPU-Z is detected as "unknown"

Or maybe something wrong with the card's onboard power supply?

No idea, maybe it has a hardware fault.

When the GPU or memory clocks are not running, that can also mean that either power is not getting to the GPU or GPU needs a reflow.

I had a similar problem with a Radeon 9700. No display or anything, but with a PCI-E video card, the PC was detecting the Radeon 9700 video card but just refusing to run it.

Yeah, power supply is what I was thinking too.

Check the VRM circuits - are they outputting anything? I assume you don't have a schematic. Find all the ICs likely to be VRM controllers\DC-DC controllers etc and look up the datasheets, find out where the outputs are and see if voltages are present and make sense.
