there is also no 24VD power on connector p202 on the power supply

i am confuse with your way to testing. let do it again.
1- MB should always disconnected from PSU
2- plug in the TV in wall socket... test if you have 3.5 V stand by on PSU.. yes.. continue
3- plug it out from wall socket. and make short contact between STBY 3.5V to Power on pin. then plug it in wall socket. here you will hear the relay click , SMPS on PSU for 12 24 V should be working.. here on the PSU socket to MB no 12-24 V
4- plug the set out from AC and add the third shot contact between STBY 3.5 and DRV-ON then plug it in AC here you can test 12 and 24 volts on the sockets ..
again all these test MB should be disconnected

on things more. if you did the short contact between STBY and Power On, STBY and driver on and there no 24 volts while MB disconnected.. do it again and this time disconnect PSU socket to T-CON ... again always leave MB out from this test

Hi Diah, Once again thank you for your help. Sorry for my confusing posts..

1. Yes MB is disconnected from PSU
2. Yes have 3.5v STBY
3. I hear the relay click Connector P201 on PSU has the voltages below working

12v
24VS
3.5v

Connector P202 doesn't have 24v as expected.

4. With the DRV-On connected to 3.5v connector P202 has 24v. No change in display though.

now clear.

as your points 4 now we are sure PSU provide us what we need.

same way of the connected STBY to Power on and driver ON. with out MB connected. T-CON should be connected to PSU. use car lamp Dual flame . to make load test of the PSU

I used a 24v 3A Fan and is worked at full speed.

i will apply for you A patent for Fan use

the Idea of Lamp are how much currents it will use not volts. in other way how many watts will add on the load circuit of the 24V. line.

yours Fan patent its just 0.2 or less w.

also please before use lamp test as you have MB in test disconnected.. only the short contact in place as you did before ...trace the 24v line on the T-CON driver side.. stating from the socket on it. the first components with Z mark label

You should check the cold resistance of the incandescent lamp to see how low it is, if it is really really low it will cause inrush current that may trip the protection circuit since cold resistance of the incandescent will be about 15 times lower than the Hot resistance.

car lamps are standard. dual lot used by second and high light for 12 volts car. or one lit bulbs for 24V Truk, if use 2 lit 12 V just the lit pin with out chases in use- if one lit 24V then he will have one one pin only for lit and chases to use. recommended 2 lit as they will simulated the load of the screen and T-con

turn signal or brake with secondary light lamp lamp 12v with dual lit can be used too

Sorry guys been super busy with work. I am now back on this project. I have the bulb to do the test with but I am unsure where to plug the wires into.

from the manual

(8) Attach one end of the Jig to the 24V line from the SMPS. 
(9) Attach the other wire from the Jig to Chassis Ground.
Tip: Cut the sharp end of a safety pin off and solder it to Each end
 of the wires coming from the Jig. Push one Needle end into any pin 
8-14 of CN7. Push the needle End of the other wire into any 
pin 1-7 of CN7.

from what i can gather unplug CN7 from Tcon then put wires into cable from SMPS to tcon (while Tcon disconnected) into 8-14 and 1-7.

My Lg curved oled 55ec930t has same problem, when powered on it tries to start but clicks off. Need some solution.
