Not entirely certain, but the letter usually indicates manufacturing location.

The "08" indicates the year 2008.

And "06" and "12" usually indicate the week of manufacture.

So 3M0806 capacitor was manufactured in week 6 of 2008, and A0812 capacitor was manufactured in week 12 of 2008.
