Can you post better pictures of the power supply.
Have you checked the On/Off switch is working OK and what voltage if any do you have across the two legs of the large capacitor.
What voltage rating is given on that capacitor.

Over 300V does not help much. What is the actual voltage? Do you have StdBy voltage?

And what voltage is written on the capacitor?

What is the P/N of that SMPS IC mounted on the heatsink in the hot side?
Since no PFC so he is probably getting around 330VDC.
There is small lytic startup/running cap in the hot that shoud be checked or just replaced it.
The rectifier diodes on the cold side all tested good?

You mean CCFL backlight? There's no such thing as an "LED TV" unless it's an OLED. LCDs are all backlit and later LCDs have an LED backlight array in place of CCFLs, because of people freaking out about mercury, LOL.

The red-power-light Viera LCD TV, does sound like something pre-2012, if not pre-2011 or pre-2010. You can tell it's that period, if you see a mercury warning on the back. I have an October, 2010-built Viera TC-L42U22 that was given to me, the only problem, seems to be some image retention.

It looks like you haven't showed us the boards for the backlight. If it's CCFL-based, there will be inverter transformers and often little blue things, which I believe are KV caps for the CCFLs.

The LED-backlight versions, often look like they hardly have anything, LOL.
