Hp spectre cpu get extremely hot

Hello fellows

Im having some issues with hp spectre
LA-D402P REV 1.0

I dont have schematic or boardview

The cpu get extremely hot in a way that you start seeing white lines on the screen or become black and the power button flashes after that.

I checked the heatsink, changed the thermal paste still not winning, it ge extremely hot. I tried to change settings to low power usage but still the cpu overheat

Guys any suggestions please

if the air coming out of the cooler is not hot, change the heatsink...

clean the cooler and radiator from dust?

The cpu package looks odd around the pch. Looks like it cooked and delaminated itself.
Also an overheating soc doesn't create artifacts on the screen it will just shut off. I bet it is just about to die. Which part of the package gets hot? The smaller die or the bigger one?

Does it also heat up extremely just sitting in bios ?
