And if you put them apart, clean the residue away with IPA and a brush and put them away for a long time. Does the corrosion/residue return?
I've cleaned some Panny FC and 1 batch of small Nichicon FG (fine gold audio caps) with the same residue a long time ago, the residue or corrosion has not returned. It maybe a fabrication defect of some spilled electrolyte when they were made? The rest of my stack of caps is still clean.

Strangely I have had bad luck with Panasonic parts bought from Digikey.
I don't know why this is.
I've never had a problem with a Panasonic part bought elsewhere.
I still use Panasonic caps from Mouser fairly often, and I never had a problem.
I would think if it was a Panasonic problem, it would affect other distributors too, because I bought a lot of different parts made in different times and places.
