OK good news check pin 104 & 14 KBC24 PCH_PWROK / S5_ENABLE as you press the power buttton

Check RTCRST#, SRTCRST#, INTVRMEN, INTRUDER#, DSWVRMEN, DPWROK and 32kHz RTC clock going to the PCH.

EDIT: S5_ENABLE is present because all rails of the 3V/5V regulator are present. PCH_PWROK comes up way later in the power sequence (in S0 state).

i saw i a diffrent forums same MOB same prob as your's change the Q2402 and U3601 it might work for you it' sort of a hit & RUN solution

finally when i removed u3601 i noticed that i have a short in 3D3V_S0 line
motherboard turn on without u3601
