have a CTX S961A monitor had it for a while for the desktop but then everyone in the household got laptops so we stopped using the desktop but i recently went back to get some files off of it and the monitor would not turn on at all i opened it up none of the capacitors are physically blown in anyway however there is one spot that looks like it was repaired or just badly put together in the first place any suggestions on this or as to why the monitor wont turn on here are some pics of the board and the specific location

That is just the factory modification, may be they found problem but did not have the time to design the new circuit board to accommodate the added parts, they had to glue the parts down so it will not come loose after the unit is shipped to 1000 of miles away.
Check and see if you do have about 165~170Vdc on that large black cap, be careful, you are working on the line side of the circuits, so you should at least plug this monitor into GFI outlet.Never stop learning

What happen? That is cap is fed by the bridge rectifier diode which is fed from the main incoming AC. Did you blow the main AC fuse?Never stop learning

G Luxon Caps are reckoned to be pretty poor so even if not bulged or leaky may be
dried out with age.Please upload pictures using attachment function when ask for help on the repair

Switch it off - un plug wait 5 mins then try over again.
Check you meter is working ok while you wait

How are you taking your voltage readings on that cap? If you're taking them using the solder pads, sometimes the pads will be covered with a clearcoat that prevents good contact with your probe leads. Otherwise, measure directly across the leads of the cap itself. Be careful! It's high voltage.

You can easily measure right on the legs of the caps. This monitor does not have the power switch on the back of the monitor, right?Never stop learning

There should be a main AC fuse close to where the 120Vac POWER CABLE coming on the board, look for FxxxNever stop learning

Monitor unplug from the out let, put your meter in Ohm mode, touch the two probes together, it should show the reading, mark that reading, then put the probes on the two legs of the fuse, the reading should be about the same as what you read when the two probes are short together. I assume that you know how to use your meter.Never stop learning
