Hi good day board has no power
checking all coil resistance no problem

I already change the CHARGER IC PU1

Dc Jack light glowing?? Bios flashed including KBC?? Both PU11 & PU12 are enabled by S5_ON which comes from SIO. So you need to check the requirement of KBC are fulfilled or not. Another sore point on this mb is RTC Section. Do check that as well.

Power button must be triggered to get ALW power rails on this board IIRC.

If DC jack is not glowing, you need to check adapter id as well+3V LDO needs to be checked.

If I Press the power it only blinks 5 times then no light taking 3miliamp

It means adapter is not detecting. Check AD_ID and related on sio.

AD_ID is missing. Check AC_IN reaching sio or not.

What about AD_AIR?? It could be simple bios issue as well-So flash both main and kbc before diagnosing further.

I already tried the bios but still no power light blinks if i press power taking 3 milliamp , I can programm the ec bin because it has no power

You can apply 3v on VCC pin of SIO and program it.
