Question: If i have blow/bad CCFL lamp what is the simptomps?
58 Ohms on the Output side does not look right.
If the set has one or more bad lamps you will then get the 3-seconds to black symptom, the good lamps will come on for seconds then the circuit goes into protection shutdown due to bad lamps.

I expect to be in hundreds of Ohms, it may mean that what ever the loads are something is loading down the output of that 9V regulator.
it can be bad cap ceramic cap that has leakage resistance or the IC s that are being run by that 9V output may be bad. It is not the 9V regulator IC at this point.

I write the two IC EEPROM with original soft at same time, but 8 time blinks.
What about PWM/ADIM? I don't have any voltages at this poing..., is it mean there is a problem?

How to get correct voltage? I have pefect 12 volts on input 7809 (replace with new) and is the same..., may be the problem is on mc33269 ... or do you thing C103 or C101 (100nf) make a problem? C104/C151 /100mf/16v i test with esr meter, they are perfect/.

You will use Ohm meter to check those ceramic cap for leakage resistance.The common failure mode of ceramic is shorts or bad leakage resistance. It should show infinite resistance when tested with Ohm meter.

Once you remove the suspected bad part then you should be able to check ad see if the 9V output will be back to normal or not. That 9V output may have many devices connected to it.

Ok, i remove mc33269-5.0, and when i measure output on 78m09, the situation is the same 1.3v :/.
With ohm meter you can see my pics between gnd and two ceramics caps /100nf/ which connect 78m09 output and mc33269 input is 45-50 ohm.

Did you try removing the cap yet?
So beside the output of that 9V regulator feeding the MC33269-5 5V regulator, that 9V should also be feeding other circuits as well. Where else does it go to in your schematic?
