I took this motherboard out and it's on the bench now. Symptoms are I get fanspin and blue led light for a second or two and then it turns off, this repeats 4 times and then turns off completely. Any tips on which rail might be causing this?

Many, but you can start by see if there's a short to ground .
Make the basic tests : visually inspect all the components .
what about 3/5 v always ! what about 3/5 vs ! -
