    OK. Based on your readings, you need to replace the chip. You should have 3.3V at pin 8, 5V at pin 17, 2V at pin 3.

                i have same problem acer D270, replace PU3, Pq13,Pq14,Pq16 & Pq17 but 3v & 5v still 0Volt
