Do all capacitors fail do to evaporating water?

The electrolyte does deteriorate due to water evaporation; it is no myth. That is the main reason most good-quality mobo manufacturers use solid polymer caps.

Thats from someone on techspot, they say that its no myth that all capacitors die from water evaporation

How does the water evaporate when the capacitor is sealed, it will just go back in.

Electrolytics can have non-water types or water-based electroyte. Either way, both fail if the package is improperly done and it get pressurized and vented even capacitor doesn't show sign of pressure damage (doming, popped bung etc) also blown vent or popped bung, both latter are extremes. Does happen either way. By the way water-based elecrolyte had water escape slowly by thermal cycles, pressure, or diffusing through rubber bung. Hence the term "dried out" capacitors or ESR rise.
