Im not getting any 19v in the pin 5,6,7,8 pin ? why does this problem occur?

DC in PCN2 pin 12 connect with Fuse PF1 you should get 19V their if you have 19V over there the move to PL1 PL2 both side 19V if no voltage one of the 3 components short
After test cap PC123 PC125 PC126 PC20 PR133 PR138 (with power and without in resistance mode)
    send a feed back

You didn't mention any component. ICs or Mosfets?

            BQ24753 (PU3) IC Voltage in Pin2.3.4.5.13 ?
PQ 2 voltage in Pin 123 4 ?.test your mosfet out of the Mob in Diode mode

If you have lab power supply, inject some voltage on pin5-6-7-8 of pq2 and see if anything gets hot. You are most likely having short in B+ line.

Check if you do not have short to ground on pin 5, if you dont, then short pin 1 to pin 5.

Check pq1 and pq2 for short.
Check the pin 4 on pq1 and pq2, it is driven by ACDRV# voltage PU3

If there is no voltage on ACDRV# the pq1 and pq2 will not conduct and passing the voltage.

                    Those are P-channel mosfets.

Uups my bad, didn't see the arrow mark pointed out on pq1 and pq2...
