Toshiba sattelite c850 power led blinking continuously

Model : Toshiba sattellite c850-b097
part no: Pskcav-03s00har

mother board part no: Plf/plr/csf/csr uma mb, rev: 2.1

its have 3.3 switching volt, 3v,5v. But its power led continue

flashing and dvd rom light always on .i reflash the bios but not sure its ok bios. Download from toshiba

site. Re-flow the south bridge and motherboard,,,, no short found on any coil...

Its rsmrst voltage is 2.31 but its also up and down.......

What can i do now ???? Any one can help me ?????

Change pch...i have this model with this problem at least 2 times per week...

Am I correct in understanding this thread says to replace PCH

Have same motherboard with the same issue, power LED blinking continuously once adapter plugged in. Wont boot, tried reflashing BIOS with above-no change.
