Novatech Nspire laptop error help

My Bros laptop has a bad system config info on start up, I cannot get into safe mode. No system restore or system image. I tried everything.

Also I had to reconnect the screen with black tape before. There was no display. now there is a red dot on the middle of the screen.

It is an old laptop, I can get into BIOS, I tried load bios defaults.
It appears to be a loading Windows 10 I think 64bit.

320GB hard drive
15" screen

This is a second post I could not edit my first one. There is power when I plug the power cable to the power port on the laptop. I cannot charge the battery maybe the laptop power cord is not the right one, it is a liteon charger lead.

Novatech nSpire no model number written on the case. I have another power cord to use.
? any ideas
