My first choice in quality Japanese electrolytics is Nippon Chemi-Con, which has been in business since 1931... the quality of electronics is dependent on the quality of the electrolytics.
Given how many other things they make, It's entirely possible that they are outsourced.
The general rule with capacitors is that if it's not from one of the known good brands (Rubycon, Panasonic, Nichicon, Sanyo/Suncon, Samxon or non-KZG Nippon Chemi-Con) it's safe to assume that it's low quality.
