Do you have schematics / boardview files for this unit ?

Perhaps the charger IC is observing that the current draw is at the peak value when the battery is @ 80% ?

Are both tested batteries from a known good source? Do the batteries work in another unit to charge to 100% ? If yes, the charger IC and related parts needs to be reviewed.

Which charger IC is on the logic board ?

Samsung laptop battery charges up to 80% percent, the charge does not go further.
Most likely, you set the charge level yourself or someone set up your laptop for you. By default, many Samsung laptops have a program that offers to increase battery life and set the maximum battery level (for example, 80%).
To change the settings, you need to go:
Start > All Programs > Samsung > Samsung Battery Manager > Samsung Battery Manager.
or
Start > All Programs > Samsung > Battery Life Extender > Battery Life Extender.
After you click on this name, a program will open with which you will be prompted:
Charge up to 100% or
Charge up to 80% and increase battery life
By choosing one of the proposed options, you can turn off the battery level to 80%, or vice versa turn on
