    Vizio V032e stuck in standby?

Helping a friend with is 32" LCD that seems to be study in standby. Read a lot of posts but just can't seem to nail it down.

I do know one of the small fuses on the main board is blown, but to be honest I think that was due to tinkering on our part. I had read a small voltage across that fuse before but later on when the alligator clips slipped and sparked it no longer read any voltage.

I know that I have 5v at the pins labeled "5v" on the power board... but that's about all we have so far. We've got alligator clips running across that burnt fuse but still can't get the orange light to go white...

any thoughts? I understand voltages are supposed to be read across the regulators/ Does anyone know the required voltages for this model? Will we even get readings when it is stuck in standby?
