if bios is dead would you still see any one of the led lights on the board on ?

First LED should always be on. Second one should be on too, but maybe in some rare case BIOS corruption could cause it to stay off or blink.

I don’t see no LED on that means I have logicboard problem cuz I tried it with working power supply
