I'm not sure I have taken the correct measurements you wanted.
again wrong.. from now on never never disconnected the LED socket from PSU. until you see all strips turn on when tv power on...
also read the value again on the socket you have only 2 pin - and + this you need to read

why you put the - on chassis ? leave the - on - and + on +
just read direct from the socket

              I'm getting 1.6v to 0.14v
              Is this correct?
I tested a few times with similar results.
The 1.6v is just for a fraction of a second, then it settles down to 0.14v

no... you have one raw flash on... lol... how it come 1.6.....start testing put your voltmeter on Diode Option. and start test diode LED you can make references from reading value of working one each test should be in tow opposite direction of - +

I have tested all of the LEDs with the meter in diode mode.
All LEDs test from 2.53v to 2.51v.
All LEDs have OL with leads reversed.

I will take some pictures of how I am testing LEDs. And upload in a few minutes.

The first picture is with the Black probe on the negative rail and the Red probe on the first test point after the first LED.
With the meter on Diode mode, I get a reading of 2.515v.
                          This LED lights up.
When I reverse the leads, the meter shows OL
The 3rd picture shows testing the second and all other LED on this string.#
I place the Black lead on the test point before the LED and the Red probe on the test point after the LED.
                          The meter shows 2.525v
                          This LED lights up.
When I reverse the leads the meter shows OL.
All LEDs are about the same value.
I'm so sorry if I have misunderstood your instructions.

if not the one string we talk on which it flash once at start up wrote here its not

I have tested ALL LEDs on ALL the strings, and the test results are almost the same.
There is only 0.01v of a difference between ALL the LEDs.

Just for future reference, Were you expecting to see at least one of the LEDs with a different reading from all the others?

Ok, I will re-solder all connections, and re-test again Tomorrow, I'm getting pretty tired, and I don't want to make a mistake.
Thank you for your patience, and assistance, I really appreciate everyone's help.

TV LED BL test should be as following
when the DM on Diode mode when you put the probe and the LED light on, the DM as my will read nothings. then reserve the probe the DM will read value as ziner Diode between .650 -.756
if the DM peep ton or read less than .500 mean this ziner shorted , if the DM no peep or no value read it mean its OPEN. and both above state are fault which make this err.

All the wire connectors solder these direct
either new wire or just snip the plugs off and solder
