IIRC, the Manufacturing Programming Mode is locked so you need to unlock it first to use the Bios Config Utility (which is no longer supported BTW by HP but still works).
In the past on these models, I've just dumped the EEPROM and edited it manually. Can't remember if the HP DMI tool works on these models or not to unlock the MPM. If you use a vanilla BIOS from HP, the MPM is unlocked but you need to insert all the DMI data back in, in addition to the MAC addresses for the network adaptor.
