TELEFUNKEN T40FX280DLBP, BL ON, sound, no picture

Hello,
I have this TV that powers on, backlights turn on, it has sound but no picture.

PSU is: VESTEL 17IPS12 Barcode: 23321125
Main: 17MB82S

Voltages:

BL:
6,3V
72V

PSU:
+24VCC_SW: 0V
ST_BY: 0,02V
BL_ON-OFF: 5,2V
PWM_DIM: 2,1V
+5V_STBY: 5,2V
+12VCC: 12,2V

First of all I believe ST_BY and BL_ON-OFF are vice versa in reality and schematic.
Second behind 24V everything is missing so it doesn't output 24V because of that.

The T-con receives 12V at fuse and I checked the ribbon it has no faults.

Also the remote control switches TV on and off and changes channels.

Any suggestions?

This could be caused by a bad T-CON Bd.
