Same voltage on +VCCCORE with and without RAM? Always stays at 0.98V?

a customer bring me a same laptop and the problem was a mosfet next to the dcjack, so i compared with my old motherboard and the only difference is that my motherboard doesnt do ec reset, the working motherboard also doesnt open vccgt coil but it works ok.
