MP1469 Step Down Cenverter EN Voltage?

The VCC supply from Dr Mos is not working because the rail is not working.
    1 and 4 are 12V
    2, 3, and 6 are 0V
    No. 5 EN is 6.5V.
I need to check whether EN's 6.5V is normal or not.
Even after replacing the chip, the symptoms are the same.

Hi yes this seems normal, on page 10 you can see the explanation for enable

    Enable
EN is a digital control pin that turns the
regulator on and off: Drive EN HIGH to turn on
the regulator, drive it LOW to turn it off. An
internal 1MΩ resistor from EN to GND allows
EN to float to shut down the chip.
The EN pin is clamped internally using a 6.5V
series-Zener-diode as shown in Figure 2.

Connecting the EN input pin through a pullup
resistor to the voltage on the VIN pin limits the
EN input current to less than 100μA.

Thank you for answer. But is there no output when all voltages are present? Anything more to check?
