They do not look right, not ALL of them should be > 10V. 19V is also very high, never seen one with Voltages that high.
You have bad T-CON.

I have this same tv but it has horizontal black lines that scroll and flicker? Do you think that is the same board?

Talking of replacing boards - I always repair and replace AS15 / AS19 chips because my theory is at least you know its 100% working with no compatibility issues.

for those that cant replace the chips there are services on ebay for TCON repair here in the UK so imagine other countries have people offering similar services.
