Lenovo H61 desktop turns on by itself.

Howdy. I recieved this desktop motherboard that upon connecting the power cord to the PSU it will turn on by itself and no graphics shown. Upon disconnecting power cord, if motherboard is touched on anything metal (capacitor tops) it will briefly turn on again for two to three seconds. By turn on, I mean fans will spin.
Tested with another good PSU, no change, removed RAM, no beeps, exchanged for known good RAM, no change. I removed the motherboard from desktop, connected only PSU and F-connector for power switch, no change. Disconnected F-connector, manualy turned on by grounding power pin, no change. I also re-seated CPU, cleared the CMOS.
The desktop will turn off if power switch is pressed for more than ten seconds, but touching anything metal will turn it on again.
Any ideas where I should start looking? I am more familiar with laptops and do not have a schematic.
