Bad new cap

I have just repaired a valve radio that need a new capacitor. I replaced it as it had gone open so I put a new one in only to have it go pop some 2 minutes later. I found that the case had a resistance of only 23 ohms to one of the pins.
Not good at all.
Have anyone else seen this?

Did you put in a New Old Stock capacitor or a new modern capacitor?

If the former, you may have needed to reform it before using it.

If it's the latter, it probably was either over voltage or reverse biased.
