Check the voltage of that 3-pin regulator, also voltage at the test points, you can see many of them with labels, such as 12VIN, etc.
Try having the white ribbon cables connected one at a time to see what you get.

i did the switching of the ribbon cables (turned off and unplugged between) and it made no difference still just the backlit black screen...lemme try those other things. just a minute

ok i tested the fuse and it was 0 volts on both sides. powered down, i tested it for continuity and the fuse is good. so its just not getting power flowing through it for some reason. the 3 pin regulator actually is only a 2 pin, the middle pin is not connected to anything and there isnt even a solder trace under it (i still dont understand how those other ones (0851PL) worked even though they werent connected tho)
but measuring the volts on pin 1 i get .09 and pin2 i get zero and on pin 3 i get zero..
what do we know now?

i tested the voltages from the cable connecting the main board to the tcon board .. some were 0 volts and some were around 1.2v to 1.25v both on the connector leaving the mainboard and the connector entering the TCON board. of course, i dont know if these are correct voltages but the TCON board is getting some volts, and then apparently they dont even make it to the front side of the fuse? gotta be a bad TCON board, right?? well...if i knew what those voltages were supposed to be....

yeah i tested the cable feeding the tcon board and its only putting 1.2 or 1.25 volts on any of the lines. and 0 on some of them (ground?) ... what do i look for on the mainboard that could be causing this?

how can i find a schematic or diagram for my board to tell me what volts to expect on each of the 30 pins of that connector? the service manual i found is worthless...

ok ive hit a wall...i cant figure anything else out on my own without just guessing..apparently...ive googled everywhere and i cant seem to find a sure fire way to tell whether its the TCON or the MAINBOARD... or accepting that it is the mainboard, i cant seem to find any in depth information about my board or what voltages to expect on what pins to try to track down whats going wrong on it exactly...
im not giving up just yet but if no one has any ideas of what to test, i might just bite the bullet and order the mainboard replacement.... i really want to FIX something though not just replace it..not just because of the money issue... but because of the learning issue!

what about the caps on the mainboard. none of them look bad but ive seen all kinds of people say that they dont have to look bad to actually be bad... is there any useful test i can do with just my multimeter to verify my caps, or do i need to get an ESR meter...or ..what is the most cost effective way to measure capacitance?

im scared to even poke around cause when the probe slipped trying to measure the voltage regulator, i blew a fuse! can this happen again when im measuring one of the connectors or the pins on a small chip that are so close together?
i have the black probe to a ground... does it matter which ground i use? a screw holding in the power board is the same as a screw holding in the motherboard? or what about the main ground that comes from the middle plug and grounds to the chassi with a screw? is that a good ground to use for everything or does it not matter? see im still foggy on some basic stuff here so i dont wanna mess it up further. i hate to be a bother so ill just um... be patient from now. i think ive thrown out all my questions and if someone can be so kind as to light a torch for me, i can accomplish a lot with a little help! thanks!
