was just killing time prior to heading to the tennis court... :-) take this with some "grain of salt" as I haven't looked at everything but just the last little "exercise" around the 4 IC's in question. Based on the spec sheets posted, and the observations measured (few to none), it would appear that worry about it not being there is one thing but also there should be some sort of check for other voltages that should be at the chip (Vin) as perhaps it not being there (comment about what pins could be measured, had no voltage) maybe is a reason why the EN is not being sent (by another circuit). Perhaps checking for the Vin in some form may show something.
