I've seen something similar happen with a Gigabyte UD3 board before and it wasn't a shorted MOSFET.

So try this: plug PSU in board and short the PSU's PS-ON wire to com/ground. Usually, PS-ON is a green wire, and ground is black. If PSU fan twitches and does nothing again, you have a short circuit.

Another thing I notice is you have some stuff plugged in the USB ports. Makre sure to remove those for the tests and also inspect all USB ports for bad pins.

Last and most important - before we get deeper into the motherboard circuitry - what name and brand of power supply are you using? If it's not under warranty, can we see some pictures of the insides of it?
