The blown part is directly under the LDVS1 video connectors, on the bottom of this Dell 2330 AIO Motherboard. None of the three pins go to ground. The thin trace went to pin 3 in my pic. Pins 1...

The panel looks ok to me, it has BL and no regional defeceits. I would have to say it's an issue on the built in T-con board.

What voltages are listed on the COF IC datasheet? Likely VGL should be around -6 and VGH around + 25. Have you checked all the fuses? My guess is going to be US1, but it's only my guess.
